Some people are not serious about paying medical insurance. 

Citizens claim that up to now, there are insurers who fail to provide comprehensive health insurance for reasons related to profitability and lack of understanding of its importance. They argue that there is a need to increase efforts in awareness campaigns and available incentives. At the moment, the National Social Security Fund (RSSB) states that around 20% of Rwandans do not have this insurance.

Until now, two months after the introduction of comprehensive health insurance, some policyholders have started using it, and those who have registered have completed their registration. However, there are still insurers who fail to provide their contribution to the scheme, reflecting on the time they agreed upon.

Regarding the reasons, one of the interviewed citizens by Isango Star said: "The first reason is lack of awareness and understanding of the consequences and importance [of comprehensive health insurance], and then the person will realize the consequences only after suffering without insurance."

Another one said: "There are those who lack financial means, and there are those who simply don't care or are negligent. But overall, the good thing is that when someone pays the insurance, it's already there for them in case of sickness or needing medical assistance, which is beneficial."

Those interviewed believe that there is a need for daily efforts aimed at changing the mentality of some who are still reluctant to subscribe to this insurance scheme.

One person said: "Overall, the government should intensify efforts, especially through relevant institutions, to sensitize all citizens on the importance of comprehensive health insurance. Failure to do so may result in serious consequences."

He also pointed out that village leaders should know their people, whether they are subscribers or non-subscribers.

Another one said: "They should intensify efforts in raising awareness! The solution is for them to provide comprehensive health insurance before anything else. Because if you fall sick unexpectedly, you might find yourself in a difficult situation, either seeking help or paying a lot more than what you would have paid with insurance, especially since you don't know when emergencies might occur."
