Those within the realm of public health advocacy emphasize that their engagement in addressing these chronic illnesses is crucial, asserting that it is not only the responsibility of health officials but also governmental health bodies to educate the public about these conditions, particularly diabetes, and hypertension. They note that often many affected individuals lack access to information.

Efforts are being made by stakeholders in public health, both at the national and regional levels, including those in the Nyamasheke district, to increase awareness about preventing and managing diabetes and hypertension by providing knowledge and necessary resources. They argue that the involvement of health authorities is essential in ensuring effective strategies to combat and control these diseases and to provide support to those affected, rather than solely relying on health officials.

One individual expressed, "We are focusing on diabetes and hypertension, and it's important. It is good that those in public health bodies are working together because they are close to the people everywhere, engaging with them to discuss diabetes and hypertension so that those affected are treated as others."

Another interviewee added, "What we are asking [health authorities] is that we collaborate so that if we show there is a problem with the quality of service delivery, those who fail to meet the standards are helped to improve by providing them with the necessary support, even starting from home to encourage them to pursue public health."

Researchers involved in the 5S Foundation project emphasize that there is a challenge, and all health institutions serving the community need to be strengthened.

Dr. Peter MUGUME, a lecturer at the University of Rwanda and a senior leader of this project, commented: "Where there is a problem, there is a reason why it exists. There is a need for encouragement... starting with those leaders in health institutions and stakeholders in public health."

Currently, there are 11 specialized health centers across the country addressing chronic diseases. Patients are encouraged to seek treatment, but they are also urged to increase their knowledge about these diseases within the Rwandan family, which necessitates collaboration from all institutions to provide effective education.
