They request that the way of transporting passengers by bus should be improved

Although the problem of passenger cars in the city of Kigali seemed to have been solved in the past few days, the members of the Parliament once again showed that there is still much to improve in this area.

On February 13, 2024, Prime Minister Dr. Edouard Ngirente, informed the members of the Parliament of both groups of the actions taken by the Government, in the plan to meet the economy after the COVID-19 epidemic, the members of the Assembly indicated that although some have been done to facilitate the use of passenger vehicles in general, there is much more, needs to be improved, including not loading people in the bus.

In his speech to the members of the Parliament, Prime Minister Dr. Ngirente pointed out that during the COVID-19 and after it, the government has done a lot in the field of transport of people and things, where it has put in place a lawer in the cost of travel, so that passengers are not affected by the increase in the price of petroleum products.

Among the questions asked by the Deputies and the Senators, there are those related to what is happening in public transportation, and to know when it will be released.

Deputy Christine Bakundufite said, "If you look at the line with big buses, people wait for a long time, that is, between 3:00 and 10:00, because the buses are big, people spend a lot of time in the car without passengers, who are in the car park they spend a lot of time sitting in the car that is slow to fill up, and those on the road waiting for the car to reach them also spend a lot of time."

Deputy Justine Mukobwa said, “You see that we have extended the hours for children to go to school and have a rest earlier, it is still a problem because of the traffic , and the children still wake up very early because some roads are full. They need to change so that their bus leaves early, and we find that what we wanted them to rest is still not achieved. They are telling us what strategies are available to solve the problem of increasing the volume of roads in a short period.”

Senator Clothilde Mukakarangwa said, “It is a question of curiosity that I would like to know, how many people does this bus carry? Because they are packed so much, even stopping is not possible for the people. It's good that they are off the road, but there are also obstacles in the way of walking. They pack and fill up, if there is an accident that would cause a problem, I was wondering if there would be a limit on the number of packers."

Among other issues that have been raised is whether the expected 200 public transport vehicles will completely solve the problems in this area.

Prime Minister Dr. Edouard Ngirente, says that there is no secret about the maximum number of people who should travel in public transport buses because it is known.

He said, "The buses we bought carry 76 people, which is a known number, that is if someone exceeds that number in that bus, it would be stolen. What we didn't do immediately was the implementation, because they came new, first, we said let's put them on the road, you know it will take about three weeks, we think they'll go in and see how they do."

Among the other things that the Prime Minister says have been done in this regard, it is like not continuing to allow the road (Ligne) to be owned by one investor as it was because there is currently more than one, as well as the fact that small passenger cars (Mini- Bus) are allowed to operate in that area, but they will operate in the rural areas of the City of Kigali.

Also, the Prime Minister assured the members of the Parliament, that within three months, all the problems that still exist in the transport of passengers will be solved, because it includes consideration of different methods that can be used to solve them.

In addition to the 100 buses that have been put on the road and will be in operation for a month, another 204 are expected, including 100 that are on the way, so that in less than a month they will arrive, and the remaining 104 will be ordered immediately, while the others will have arrived.
